Description

Europe built its modern society on industrial development based on knowledge and responsibility. Innovation has been a constant driver in the development. Regulations aiming at safety and at the protection of society from all hazards, including nature-related events and those deriving by the misuse of technology, raised from an understanding that the responsibility of European institutions should take first and foremost citizens and workers into consideration. Maintaining such a viewpoint of responsibility and awareness is an important commitment for a sustainable European society.

At the same time, we live in a world of rapid societal and technological changes. We are confronted with complicated - 'wicked' - global or 'glocal' challenges. In Europe, in the field of safety and security, for instance we think of systemic risks related to critical infrastructure, cyber security, conflicts at the border of the EU, refugee flows and terrorism. Complex issues having a high impact on feelings of safety and security entail various societal and political consequences. Nonetheless, Europe is by far the safest and most secure continent in the world. Against this backdrop it is important to understand the impact of safety and security incidents and issues on society and ways to improve 'impact management’ as part of European safety and security policies.
