Advance notice: New white paper on the economy of South Holland

'The most densely populated province in The Netherlands has a diverse economy, with the labour market as its Achilles heel. With the right vision and strategy, we can combine economic growth with social prosperity and bring together competitiveness with climate goals.' This is the view of Rotterdam professors Frank van Oort and Martijn Burger in the new white paper from Leiden-Delft-Erasmus Universities.

How will South Holland earn its money in the future in order to achieve all transitions in a sustainable and socially responsible manner? This is the subject of the new white paper published by Leiden-Delft-Erasmus Universities. This seventh edition will be published on 15 December 2025 at the Provincial Government Building in The Hague.

In addition to professors Frank van Oort, Martijn Burger and Robert Dur, researchers Larissa van der Lugt, Wouter Jacobs, Paul de Hek and Hans Kippersluis from Erasmus University Rotterdam were interviewed. The Rotterdam scientists spoke with colleagues in Delft and Leiden as well as external experts.

Professor Tatiana Filatova and researchers Zenlin Roosenboom-Kwee and Tom Daamen from TU Delft also contributed. Professors Arnold Tukker and Sarah Giest and university lecturer Lieke Beekers speak on behalf of Leiden University, and lecturer Gert-Joost Peek on behalf of Rotterdam University of Applied Sciences.

The paper also includes contributions from Innovation Quarter, the Province of South Holland, the Netherlands Environmental Assessment Agency and contains cases of the municipality of The Hague, Leiden Bio Science Park, QuTech and LeQuest.

The paper will be presented at the event “The Economy of South Holland in Focus”, on 15 December 2025 at the Provincial Government Building.
